Blair Ulring, one of four finalists to be Omaha's next police chief, has also been selected as one of the top four candidates for the top police post in Spokane, Wash.

Ulring was the chief of police in Stockton, Calif., from 2008 until August 2011, when he retired after the Stockton city council declined to give him a pay raise to offset other cuts to his compensation. By retiring, he prevented his pension from taking a sizable hit.

Ulring then stayed on as interim police chief until February.

In June, Stockton became the largest American city to declare bankruptcy.

Earlier this year Ulring also was a finalist for police chief in Flagstaff, Ariz. He lost out to the interim police chief.
